Seeking to make public buildings an example to follow with the Public Buildings Maintenance Office

In this newsletter, the Mission for Energy Transition is taking a closer look at one of the offices within the Ministry of Public Works, the Environment and Urban Development whose work is fully in line with Monaco’s targets for reducing its greenhouse gas emissions: the Public Buildings Maintenance Office (SMBP). 

The SMBP is a team of 50 people responsible for managing the State’s property assets, and has a (large) number of strings to its bow. These include:

  • Routine maintenance of the State’s public buildings;
  • Improvement, modification, maintenance and/or renovation of buildings;
  • Monitoring of maintenance contracts for technical facilities and all work associated with the deployment of energy control systems.

The Office’s far-reaching remit includes the installation of thermal insulation (façades, windows, roofs, etc.), heat pumps, thermal panels, LED lighting and building automation to optimise consumption and empower users.

Building energy performance is an integral part of its role: energy metering systems began to be gradually introduced in 2008, and all buildings have been equipped with such systems for more than four years now. 

The SMBP’s work is also in line with the BD2M (Sustainable Mediterranean Buildings of Monaco) initiative, for example through the selection of eco-friendly materials for renovating buildings. Based on this expertise, the SMBP has produced a guide to eco-friendly materials for the construction industry. 

 

The SMBP in figures: highly persuasive data

Photovoltaic solar power capacity

In 2016, photovoltaic solar power panels covered a surface area of 734 m2, compared with nearly 5,000 m2 today. The panels are distributed throughout the Principality, on schools, churches, museums, villas – buildings of all kinds are included. 

Last December, 443 panels were officially unveiled at the Monaco Scientific Centre (CSM), the 26th building to be equipped to date. Energy meters installed

  • 882 electricity meters
  • 137 water meters
  • 15 gas meters
  • 36 calorimeters (urban heating and cooling network – SMEG)
  • 32 fuel oil meters (generators)
  • 28 solar power meters (photovoltaic and thermal)

 

Finally, the SMPB’s action demonstrates

  • The elimination of fossil fuels:

 - Final 2 fuel oil boilers in 2021

 - Final 9 gas boilers by 2025

  • 16.3% reduction in CO2 emissions since 2016; 35.9% reduction since 1990
  • 20% reduction in energy consumption across all buildings in 6 years
  • 80% of public buildings insulated and 97% equipped with LED lighting 
  • A new-generation energy performance contract has helped to produce savings of 32.6% in 3 years at Monaco’s Vocational and Catering School
